The rule: freehold ownership for all nationalities
Dubai's 2002 freehold decree allows foreign nationals of any nationality to buy, own, sell and inherit property in designated freehold areas. Ownership is registered in your name at the Dubai Land Department (DLD) and is 100% — no local sponsor or partner is required for freehold. This is different from leasehold, where you hold the property for a fixed term (usually up to 99 years) rather than owning it outright.
You don't need to be a resident
There is no requirement to hold a UAE residency visa to buy freehold property. Non-residents can purchase, and the transaction can be completed remotely — often via a power of attorney if you can't attend in person. Buying property can, in fact, be the route to residency: an AED 2 million investment supports the 10-year Golden Visa, and smaller amounts can support an investor visa.
Where foreigners can (and can't) buy
Foreign ownership applies in designated freehold areas — which cover most areas international buyers want, including Dubai Marina, Downtown, Business Bay, JVC, Dubai Hills Estate, Palm Jumeirah, Dubai Creek Harbour, Arjan, Dubai South and International City. A minority of older or specific plots are leasehold or restricted to UAE/GCC nationals, so always confirm a specific project's freehold status before paying a deposit.
What you need to buy
The essentials are simple: a valid passport, funds, and (for a mortgage) proof of income. You do not need a residency visa or an Emirates ID to buy freehold. For an off-plan purchase you sign a reservation form and Sale & Purchase Agreement with the developer; for a ready resale you sign an MOU and transfer ownership at a DLD trustee office. Budget roughly 6–8% for one-time fees on top of the price.
The catch to watch
'Can buy' isn't the same as 'should buy anywhere.' The real risk for foreign buyers is choosing the wrong project — especially off-plan, where developer delivery matters more than the brochure.
